No i just found it by googling windows 7 wallpaper. The artist should be identified on devianart.

Here are RocketDock and StarDock themes for the Dock shown in my desktop.

Just create a folder called W7 Blue in the appropriate folder of your program files, download the files stored in SkyDrive to that folder, and select the theme from your Dock Setup screen.
