You may have an add-on that is not working. Click on tools and manage add-ons then try disabling the add-ons one at a time to see if one is causing the issue.

Hello and welcome to the forum. Yes you are right about the add-ons, so you did understand correctly. From the first picture it seems that you need to install the scanner add-on. Just click the yellow bar to get it done. If that does not help, try the Fix-it-for me: Microsoft Fix it BLOG and see if that helps

Please, try to clean your browser cache with
Then download FixIE to your desktop and run it
I would suggest you to uninstall Google Toolbar too.
When finished try again to verify if the issue you mentioned occurs again

yeah well i think it was the google toolbar that did not alow me to install online scanner and other things, but the problem is that i have so manny favorites bookmark from google toolbar and i use it very often, what to do? i do not want to uninstall it.
And even with UNINSTALLED google toolbar it worked just few times but now it still sometimes IE8 freeze when it show from a website to install addition from website's.

did you clean you IE cache with ATF Cleaner and did you use FIxIE as suggested?
Generally is sufficient to right click the yellow bar to allow activeX to be installed, twice if necessary.
However if you want to check if your computer is Windows 7 capable
download and install Windows 7 upgrade advisor
Download details: Windows 7 Upgrade Advisor
Another way to solve is uninstall IE 8, reboot, download a fresh copy of IE 8 and reinstall it
P.S if you want back your google bookmarks reinstall google toolbar

Are you sure your system is not infected?
What antivirus and antispyware do you use?
I would suggest you to check your system with MalwareBytes' Antimalware
