Default Full screen Test Mode Watermark on my new Windows 10 Dell

I just got a new Dell and I have a whole screen TEST MODE water mark. I searched for a solution and the only thing I can find is to go to command prompt and put in bcdedit -set TESTSIGNING OFF which does nothing for me .

The other solutions only talk about a watermark on the lower right corner. My watermark is the entire screen. How do I remove this?

See if it still appears when you changes the wallpaper.

Right-click Desktop > Display settings, set the settings to Recommended.

Need more information. please see: What is Test Mode & how to remove Test Mode watermark in Windows

I have 'Test Mode' in the right lower corner. I tried the Cmd commands and got the response that they were successful but Test Mode is still there. I understand it is more than a notification, but is an active mode which may be a factor in some persistent and increasing problems I have been experiencing. So I would like to know how to get rid.
