Default Taskbar and Desktop constantly refreshing in Windows

My Windows Taskbar and Desktop are constantly refreshing non-stop - and after a minute or so sometimes. Looks like even the icons refresh.

Any ideas how I can fix this problem?

If your Taskbar and Desktop constantly refreshing, update your graphics driver and see if that helps.

If you have any of these installed on your PC, uninstall them and see - IDT Audio, iCloud / iPhoto, Aeroglass, NVIDIA GeForce Experience.

Rebuild icon cache and see if that helps.

Physically clean your keyboard - maybe a key is stuck.

Check if this happens in Clean Boot and if not then try and identify the offender.
