Default Cannot sign-in with PIN in Windows 10

I sign-in to my PC with a PIN, until about a week ago when the PIN option stopped being available so I- had to use the password. In Settings I am unable to get the sign-in options page to work. Either it does not open at all, or if it does clicking the PIN code option does not work. All I get is rotating busy dots.

I have employed sfc/scannow and DISM without success

    How do I repair this?

Thanks ---I followed the link and found the Ngc file but cannot open it, having tried many ways. It appears to be another example of Windows denying Administrator functions to the Administrator. I get as far as the box asking about 'objects' but I do not have a clue what to do, so I click everything, without success. Please advise.

In addition I rather fear that this will not resolve my problem, as it seems to be about correcting a PIN number which is not being accepted. My problem is that I cannot even enter a PIN, as the option is not offered at Log-in, and the Select Sign-in Options page in Settings will not open.
