Default File Explorer scroll bar keeps jumping to top of folder in Windows 10

When I open a folder in Windows 10 File Explorer, which has a lot of large files, my scroll bar which is on the right side, does not hold - but instead it automatically jumps to the top of files.

    Any suggestions?

I don't know if this will help you why it will help you but a poster over at Microsoft forums has suggested that you turn off the Automatically pick an accent color from my background setting.

You will see it here - Settings >>> Personalization >>> Colors.

This seems to have actually helped quite a few people there.

You might want to also check if this occurs in Clean Boot State. Also check if any rogue explorer addons are causing tis issue.
