Default Windows 10 1709 Start Menu unresponsive; no tiledatalayer

The Windows 10 Fall creators update has proved unstable on two of my 4 windows PC's.
The start menu fails to open, edge and explorer also, and the system hangs.

I've tried various fixes & troubleshooters with little success.

The event log shows an issue with the tiles.

I've tried to follow these instructions

    techadvisor.co.uk/how-to/windows/start-menu-not-working-3623893/

But when I create two new admin level users (loc1, loc2) the user folders do not have "tiledatalayer"

I've done searches but there is only a tiledatalayer folder in my original user / ../Appdata/Local/ directory.

    Open to suggestions please?
