Windows 7 continuous rebooting no safe mode or command prompt
Thanks for any help. Windows 7 keeps re booting. start modes don't work either.
Screen has matrix effect but able to read.
Tried system restore, can't get back there anymore.
Wife loaded game, I think I might have lost graphics card.
Can that be the problem? Would that keep me from loading up?
Can't do anything but get into Bios.
Any help would be appreciated.

Do you have install media such as a retail copy of Windows? Did you make a recovery disk for your system? If the answer is yes to either I'd try booting to the install or recovery media and using the startup repair option. It can take a few runs to fix some issues.
If you have more than one memory module try running just one at a time.
If it is a desktop system reseat any cards especially video.
Tell us a bit about the system. Is it a laptop or desktop, memory configuration, etc..

While booting, can you not keep pressing F10 and get into safe mode?

Try pressing F8 on boot.
if that fails
Try using bootable media
sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=c:\windows
