    Default Windows Help and Support can't start

    I get the message "Windows Help and Support can't start. To view the online Help content visit the Windows Website.." The message DOES NOT connect to a website.

    I HAVE LOST I.E.(Another discussion). I looked in the register and found C:\Windows\explorer.exe,-7021. I tried to run this as well as 7022 with no luck. The exe is there with a 2/24/2011 Date Modified.
    Is the -7021 so tied into I.E. that there is no way to get to Help and Support even Online?

    Run System File Checker and see if it helps.

    I have run sfc /scannow. I get a note that some files it cannot fix. Reading the CBS file is worthless as it is huge.

    I was able to rebuild I.E. which allows HELP and SUPPORT to run.
