How about a refresh instead of a reinstall.

Seeing your problems, if Refresh or Reset does not work, reinstall seems to be the only option - unless of course you are able to restore your system to a good old point.

Is this an Instant Go device. Open an elevated Command Prompt and run this command: powercfg /a
If it says Standby (connected), then you have Instant Go. If yes, post back and I tell you how to decrypt it.

It is not an Instant Go device. Too bad. Decryption would have been easy.

    Hello,

Please uninstall AVG and other third party software on your system, try the DISM command at administrative Windows PowerShell:

    Repair-WindowsImage -Online -RestoreHealth
    Hope this helps, Good luck
