Need to be able to get Win 8.1 to boot again after deleting Recovery partition with MiniTool Partition Wizard

Problem

Wanted to upgrade from WIndows 8.1 to 10. However, needed 8 GB free on disk, only had ~1 GB. Read that I could free up the required space by deleting the 7.2 GB recovery partition and extending the Windows partition into the freed up space.

Tried it. Now, can no longer boot the PC.

What I Need
To be able to boot the PC again. Secondarially, how to be able remove the recovery partition and expand the c: drive so I can upgrade to Windows 10.

What I did

Use MiniTool Partition Wizard 9.1 (great reviews on CNET).
1. selected partition 4/4 (Images, NTFS, 7.2 GB, GPT Recovery Partition)
2. Selected Wipe Partition
3. Selected partition 3 (C:Windows, NTFS)
4. Selected Expend Partition
5. Expended to all available space
6. Selected Apply

Rebooted after Partition Wizard was none.

Now, unable to boot PC- goes into recovery protocols.

Tried several things to fix it, including:

The below shows a comparison of a "good" version of this PC, and the one which will not boot. The data off the one which will not boot was obtained by using the included recovery tools and booting a command prompt on the "x:" drive.
