    When I tried to create the shortcut to switch user accounts it failed due to a missing tsdiscon.exe file. I'm running Vista Home Premium (+SP2).

    Please run sfc /scannow (System File Checker) and then try again.
    tsdiscon.exe is an inbuilt Windows utility which one can use to switch user accounts.

    I used this program to create a "System" shortcut on my desktop, and now I can't delete it no matter what I try.

    Any help appreciated.

    Restart computer and then try to delete it; or else delete it in safe mode.
