Errors 0xC1900101 -0x20017 when upgrading from Windows 7 to Windows 10
Microsoft tech troubleshooter extraordinaire Gov Maharaj suggests on Channel9:
Look at all the Panther Logs for such machines. If need be, zip $windows.~bt\sources\panther to Microsoft Support.
Upgrade your BIOS on old machines. Uninstall Nero, and all ATI\AMD software, and ASUS VGA driver, PC-Wizard, SpywareBlaster, Virtual clone drive,Spybot, ASR Appcharger, CCleaner, InstantBoot, Logitech camera driver and then run the Windows 10 upgrade.

I was able to fix the issue going from Win7 to 10 by running a Windows in-place install of Windows 7 first then upgrading using the data migration tool.
