no, you donīt need a card, there are other options too: PayPal, Check, Money or Postal Order.
update: tried to buy 10 licenses, the price shown was 9,90 $
so it seems to be possible to get more than 2 licenses...
The system there is messed up... now I have 3 Task Catcher licenses and 1 Winpatrol PLUS license.
