I have never tried it from the command line in fact. In ultimate and in this home fix, I always use it from the run box , or start (with the .msc in system 32, as shown in the instructions. .msc files are normally in there by default.)
I just want to thank you profusely for creating and sharing this installer. I was just about to locate and extract the files from Win 7 Pro which I'm sure would have been no small feat, when I found your contribution. So, thanks again!
To install Group Policy Editor, click on setup.exe and Microsoft.Net will need to be installed. Once installed, right-click on gpedit-enabler. bat, and select Run as administrator. The command prompt will open and execute for you.
