I had the same problem with IE9 - the tab cum address bar was cluttered when i opened 6+ tabs at once. This is what IE guys had to say on Twitter Twitter / Internet Explorer: @nithinr6 You can resize t ....
So apparently I dont think there's an option for that. I hope that changes with the final release..Quote:

Hopefully things will be a bit more fine tuned in final release. I have toyed around with settings and IE files and I can at least say, I see alot more options that aren't loaded in the beta that may be added to final as they finish them. Hopefully addressbar is one of them.

itīs a combined address & search-bar on itīs own row, below the tabs.
i havenīt managed to remove IEīs own addressbar, but i have minimized it, with 3-4 tabs open itīs about the same size as 1 tab.
so itīs a lot better than before....:)
It is not possible to move Addressbar (one box) and tabs.

yeah...we can't move the favorite bar below....little bit confusing why it has been done.....but still managing and overall IE9 giving a nice experience.....except developing purposes.....

In the RC release if you right click on a tab there is an option for "show tabs on separate row" this puts the tabs below the address bar.
yes, it seems that *** finally realized how stupid it was having addressbar & tabs on the same row....
IE9-RC looks more "normal".
Now you can move your tabs in IE9 RC .. :)
