Else try to Reset IE. In Internet Options, go to Advanced Tab and click on Reset tab. Restart IE. This step deletes all temp files, disables any add-ons, plug-ins, toolbars and also resets all changed settings to default. Although this is a quick-fix, you will have to re-install the add-ons.

Make sure that you shutdown/restart your computer. Next, try the sites that are giving you a problem with IE9 (i.e., Facebook). Do the work now?
If there is still a problem, I suggest System File Checker to determine whether the issue that you are experiencing is caused by one or more system files that are used by Windows, run the System File Checker tool. The System File Checker tool scans system files and replaces incorrect versions of the system files by using the correct versions.
To run the System File Checker tool, follow these steps:
Click Start, and then type cmd in the Start Search box.
Right-click cmd in the Programs list, and then click Run as administrator.
If you are prompted for an administrator password or confirmation, type your password or click Continue
At the command prompt, type the following line, and then press ENTER:
sfc /scannow (note the space before the backslash)
When the scan is complete, test to see whether the issue that you are experiencing is resolved.
Were errors found? If so, run System File Checker up to two more times until no errors are found, being sure to shutdown/restart the computer between runs.
When you are certain IE8 is working correctly, once again check for Microsoft Updates prior to attempting to upgrade to IE9.

It appears that there was a known issue which resulted in the corruption of the referenced cab file for IE9. Service Pack 1 corrupts IE9 Beta files It was supposed to be resolved for RTM but, due to variables, it could still be showing up.
Did the uninstall of IE9 work correctly? Does IE8 work without problems? If so, I suggest, as indicated in the above-referenced topic to wait until IE9 is offered to you via Microsoft Update.
