Try this to fix it (and it worked) was to go to
Start>Run, type 'cmd' and then enter each of these one at a time at the
command prompt (hit 'enter' after each one if needed):
regsvr32 wuapi.dll
regsvr32 wuaueng.dll
regsvr32 atl.dll
regsvr32 wucltui.dll
regsvr32 wups.dll
run some registry cleaner (reginout) to fix up ur registry errors
It also fixes an issue where you keep getting messages from the security
center saying automatic updates are off when the automatic update window says
they are on.

and uninstall all the silverlight softwares and reinstall Silverlight SDk first then install Silverlight Tools
If you dont have Revo uninstaller get it,then completely remove it By Using the "Advanced" option (the 1 at the bottom) If windows asks to reboot Dont , and continue to delete all reg entries and any trace if it 1st (MAKE SURE YOU ONLY DELETE THE THICK BLACK TEXT) then use a reg cleaner , reboot, cross your fingers and try again
