Default Changing temporary internet files settings in Windows 10

Hi. I just bought a new computer with Windows 10 and I have to access a Federal website that requires the temporary internet setting in the "temporary internet files" tab must be the option "everytime I visit the webpage." I choose that option, but it will not remain. The computer continually reverts to the "automatically" option. How can I get the option of "everytime I visit the webpage" to remain? PLEASE?

I am not sure how you do it in Edge. I have to still look around.

But for IE - you may see: Temporary Internet Files Folder location in Windows 7 / 8
