    Default Why do Cortana & Store apps use CPU & Network time even when they are turned off?

    Why do the apps cortana and store use cpu and network time even though they are not used or are turned off? (Windows 10) In task manager I cleared app history, then even though every cortana setting I can get to is OFF, cortana is the largest cpu time user. store shows up 2nd and I have yet to use the Microsoft store.

    This same question applies to other apps also: Twitter for example is listed as greatest network user in spite of me avoiding any and everything twitter related.



    What controls how these things get to use resources? Any thoughts welcomed.

    I am guessing it is because even in the background they are carrying out some activities.

    To completely and fully close Windows Store apps you have to drag it towards the bottom and hold it for a few seconds, till it flips to display its icon.
