Have tried everything in both links but cant get into system restore. as soon as I click on system protection the error pops up. Wont let me into system restore. Now my HP support is coming up telling me to enable system restore. I click on the button for HP support to do it but it doesn't work.

Open Run box from the WinX menu, type services.msc to open the Services Manager and ensure that the Volume Shadow Copy, Task Scheduler & Microsoft Software Shadow Copy Provider Services are Running and set on Automatic.

If you have installed any security software, then try to disable the Security Software temporarily and check if it helps.
Note: Enable the security software back after resolving the issue. If the issue resolves then you might need to uninstall the anti-virus software and install it back or change the settings of the same.

Thank you, this solved my problem. I don't know what caused it, I use AVG Security but it is not the latest one so may not be geared for Windows 10.
