Default Cannot boot into Safe Mode with Networking in Windows

I have tried all possible ways to access safe mode with networking out there for Windows 7 and 8.1 but no works in Windows 10.
In Windows 10 you can enter safe mode but even prompted it with networking, they are always disabled.
    Solution grateful about it.

...made the same experience also with Windows 10 Version 1511 (build 10586.14).

I have the same issue with Windows 10. I must make it clear (because this is often misunderstood) that I, and I suspect the other posters here, do not have a problem with getting into Safe Mode (so advice on accessing Safe Mode is irrelevant). But I cannot get it with Network which is something I want. I have tried many times, in different ways. No one seems to know how it can be done, although the option to do it is listed.
