Default How can I defrag a Windows 7 system partition

I want to shrink a Windows 7 C drive on my laptop. Even when I shut off hibernate and paging, defrag still leaves files at the end of the partition, leaving 80 GB of free space in the middle. How can I identify what is open and close it in order to fully defrag the volume? Thanks.

I get the same results as before; after the defrag c: /w I have 79.99 GB free space but shrink shows 0 available to shrink.
