I am currently having this same problem and I was following the steps but as soon as I get to the system tools there seems that there is no "local users and groups" tab under it. I am having a really hard time figuring out what to do, please help me.

this and more happen to me and more now nothing works because there seam to be other problems which have to be fixed first like I need to download/install windows installer but I am unable to do so neither one way.Other programs don't work either.I am on the internet but some say I am not connected now how can that be.I am unable to go to my mail in incredimail, now download/no open/no mail/no send mail/no nothing.My yahoo messenger don't open for same reason even I am on line.I want to download my yahoo toolbar but no way other programs do work fine all.

it tell me p2psvc is disabled but I am unable to enable it, I can not go to windows firewall at all to make it work in no way but I tried all the different ways I found so far and unable to download and or install.Adobe reader same problem. XML and XSL I have not tried so far but there are supposed to be another problem with it.Now this is what I am going into now next.lets see what's happen with that one

It is all together a pretty new problem as before worked all fine.

There was some download I made and with it came perhaps a free virus (I guess) and a baaaad one too.

I faced this problem yesterday.

Create a system restore point first and then see if any of these help you.

Run your antivirus software.

Disable firewall and security software and see if it helps.

Run the Windows Network Diagnostics tool

Run sfc /scannow or System File Checker using an elevated command prompt

Can you restart your computer in Safe Mode with Networking mode?

Register the following DLL files and see if it helps: Run regsvr32 netcenter.dll
Unregister or Register DLL or OCX files in Windows 8 | 7

Reset TCP/IP: Reset TCP/IP or Internet Protocol in Windows 7 | 8
