It really boils down to what is being loaded with Windows.
Startup items which are listed in the startup folder or/and Start Menu\Run\MSConfig and check under Startup items, can also look under the Services Tab as well (check hide all Microsoft Services to see third party services that are loading. The Services that load on Startup is in my opinion the largest problem with Start up time. I don't want to seem like I am promoting my own software by I wrote an application to tweak the Windows Services called SMART which can be found on this page List of freeware releases from The Windows Club | The Windows Club

There is an application called Saluto but seems the site has removed download till new release but keep a check Sign Up | Soluto ? Anti Frustration Software

All that said while your time isn't the slowest I have seen it's about average for users with several installed applications who have never tweaked their settings to speed it up

    Remove some of your start-ups.

How much of that is BIOS splash screen time and how much is really Windows load time (from when it says "Loading windows").
I am asking the question because on some of my systems the slash screen stays longer then it takes to load the system.
