Default Windows 7 battery indicator problem

Win7 battery/power indicator problem. I don't think the indicator in the far bottom right corner is accurate. It shows whether or not my laptop is plugged in to the a/c adapter and that's the only thing that's accurate.

At present, when I mouse over the icon, it says "88% available (plugged in, not charging)" A few days ago, it was "90% available (plugged in, not charging)" I unplugged the laptop from the adapter for almost an hour to see what would happen. The whole time, it showed "88% remaining" and never went down. After I plugged it back in, the indicator went back to "88% available (plugged in, not charging)"

I also noticed that whether it's plugged in or not, there's a tiny orange light next to the plug flashing a steady on off, on for 0.5 second and off for 0.5 second. What's going on and how do I fix things so the indicator shows accurate info?
