Default Cant run Microsoft Security Essentials any more

I am trying to fix a laptop (Sony Vaio) that has Windows 7 Home Premium 64-bit running on it.

For some reason when I try to start Microsoft Security Essentials on it I get a pop up that says:

"The operation has been canceled due to restrictions in effect on this computer. Please contact your System Administrator".

Microsoft Security Essentials was running on this machine before, I'm not sure what has changed, I have booted off the USB and scanned for viruses with a couple of different AV packages. Everything appears to be ok.

    Any suggestions?

    Thanks

Firstly try to run it as an administrator.
and check for Firewall settings (set them to default)

did u use any other antivirus program before ?
if so then first perform a cleanup of system and then try using MSE.

also check for latest updated MSE
    hope this helps

    Thanks for the response Kunu,
    I actually found the problem.
Somehow there was a change in the registry.
    HKEY_CURRENT_USER/Software/Microsoft/Windows/Current Version/Policies/Explorer/Disallowrun
There was an entry for msseces.exe.
I deleted the entry and could run Microsoft Security Essentials again.
I have no idea how this could have been done unless another program did it. The user is not that computer literate.

    Thanks for the help.
