It seems like your system files are affected by something, may be virus. So, a clean install of your Windows would solve this problem.

You may want too run System File Checker.

    1. Open a Command Window in Administrator mode:
    click Start
type cmd in the search box
right click on the Command Prompt option,
on the drop down menu which appears, click on the Run as Administrator option.
You will be asked for authorisation. Click the Continue button if you are the administrator or insert the administrator password.
    2. Start the System File Checker
In the Command Prompt window, type: sfc /scannow,
    press Enter.
You’ll see “the system scan will begin”.

The scan may take some time and windows will repair/replace any corrupt or missing files. You will be asked to insert your OS DVD if it’s needed.
Close the Command Prompt Window when the job is finished.

Do all of the above viz: scan with AV, run system file checker, and also check and disable trouble-making explorer add-ons if any.

Looks like your explorer right click context menu is disabled.

Then open regedit and navigate to the following key:

    HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer
Create a new 32-bit DWORD value on the right hand side and name it NoViewContextMenu. Give it value 0. This will enable context menu.

Our Ultimate Windows Tweaker also has this option to enable/disable context menus.

    Hope something helps!
