Default Unable to change Power Plan

When opening the Power Plan flyout via the battery icon, all options are greyed out. I am informed that "Some settings are managed by [my] system administrator." When continuing to the Power Control Panel via the flyout or through Control Panel, I can view the Power Plans that have been installed, but all are greyed and unavailable to me.

To me, this is several things at once. You may pick and choose from the following options as to how you may feel:

    1. Confusing.
    2. Annoying.
    3. Typical of Microsoft.

I am confused because I have one user account. It is therefore an administrator account. Also, I am using Home Premium. There is by default no Group Policy Editor, so how did something become enabled via Group Policy (according to Windows Help)?

This is as annoying because I am stuck in High Performance and can only adjust brightness. It is about as annoying and confusing as the "Run As Administrator" option even being an option while logged in on an administrator level account. When a tutorial, walkthrough or some set of instructions tells you to "Run As Administrator", is it necessary even when on an admin account? If it is necessary, Why?

    #3 should be self explanatory.

Tried the Default Scheme Restore via powercfg.exe. The only change was reverting all settings of the 3 default plans to their default state (duh) and deleting the custom plans I had created. The issue remains; however, now I am stuck with the default plans in their default state (which I changed for a reason) and I am stuck in Hi-Po.

I have already found the GPEdit posts on installing and using in 7 Home. There seems to be some issues when installing, running and applying the program's options/edits.

Thanks in advance for any help possible,

    Steve

These are not the default Windows 7 settings Maybe some installed software made the changes without your knowing.

Please see if running this Power Troubleshooter helps you.

are you really sure that you are using an ADMIN-account ?
open control panel → user accounts, what do you see there ?
have you trid to create a new ADMIN-account ?
what happens if you click on "change settings that are currently unavailable" on the powerplan-page ?
there should be a link at top of the settings with something similar to that, if i remember correctly.
im not using W7 now, so i cant take a look....

    2) <sigh> I would post the urls to the Tinypics I just spent an hour making and uploading, but...
    3) No. Would hate to have it be unobstructed and have someone tell me just to migrate instead of solving.

    4) Allow me to demonstrate...
