Missing MINIMIZE icon in Outlook

Below is an image that I updated in hopes the problem is better stated, I was in Outlook 2003 inserting an image into the email:

Q: how do I get the missing minimize icon back as I a full screen is overkill.

Hmmm, I am using Outlook 2007 so mine is a little different. That said, when I attempt to insert a picture, I don't have the Minimize option either. I only have the red X box (not even the help ?).

I do have corner "grab points" however, and I can resize the window by dragging on the side borders, but again, no minimize button here either.
