Question Why is svchost.exe constantly running all the time?

I apologize if there is a thread already addressing this type of issue, I could not find in forum searches. My 'svchost' file, (Windows 7 SP1 64bit) is constantly running the win update module at a 13% rate, and only killing the process outright stops this, however it can often affect the loading of other third party apps and utils, rendering them painfully slow.

I installed a windows update claiming to address this issue, and it has not at all, CPU still being used at the same rate.

Is there a means of rectifying this annoyance without taking away from the rest of my windows experience?

    Thanks, and regards..
