How are you trying to disable it ?

No, within Starter, a program showing all that run on startup

Are you running it as USER or ADMIN ?
A small program showing all that are runing on startup, like what you see in Task Manager only more readily available.
BUT, talking about T.Manager, I just went in it & there disabling was accepted maybe because is run as Administrator, as Starter being external program win8 only has it running as user.
Will see if they are loaded on next boot up & I wll report again.

Stopping programs from running at startup requires admin-privileges.
What happens if you run Starter "as Admin" ?
Disabling programs in Taskmanager wonīt help, thatīs just for the moment.
Programs can be disbled "in Services" and "System configuration".
You can use the MSCONFIG tool to control startups or see this post: Disable or Manage Startup programs in Windows 8 | 7
Maybe you should uninstall Starter...
