Default Display Shutdown Event Tracker before login

I have a situation where I want the users who login to the server to enter a reason or select a predefined reason, that can be shown in the event log. Is it possible to tweak the Shutdown Event Tracker to this job? Like, before the login screen if the Shutdown Event Tracker is presented, the user can enter a reason for his/her login to the server (like the legal messages are shown before the login screen). Just the success/failure audit will not suit this need.

If there is way this can be achieved, please reply.

    Thanks in advance.

Run Registy Editor (regedit.exe) and go to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows NT\Reliability

Now create or modify a DWORD value called ShutdownReasonOn and set its value to 0

You may need to log off your PC to take effect.
