The other way would be to hack the Registry using regedit.
Navigate to HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics and change the value for MinWidth String Value from any value between 32 and 52. If it is not there, create the MinWidth String Value in the right side.
Do you know what is the W7 default "MinWidth String Value'? when you have the taskbar set at use small icons?
If you do, would the W7 default value be different when you have the taskbar set at use large icons?
By the way, I tried using the Windows 7 Ultimate Windows Customizer to get my icons more on the medium size vs large or small. So now, in regedit, my minwidth is set at 250. But my icon sizes are still the same size as before in the taskbar when I select small or large icons. Do you know why using the Windows 7 Ultimate Windows Customizert did not work?
