Via Control Panel\Appearance and Personalization\Display you can change size of text and make items appear of the desktop appear larger.



But if you wish to change ONLY the size of Title bars, menu, icons, message boxes, palette titles, tooltips only, Windows 8 allows that too.



Simply select the option from the drop-down menu and click on Apply.
