If you observed, the ‘To-Do Bar’ in Outlook 2013 is turned off by default.
You can activate it by clicking on View-> To-Do Bar button in the Ribbon.
The reason why it is turned off by default is to dole out more horizontal space for clear viewing and because the individual To-Do Bar modules pop up every time you hover the mouse over the word Calendar People or Tasks at the bottom of the Outlook window.
