One of the reason might be failed update. And you might get this message when Windows is trying to rollback to its status before the failed update.
When are you seeing this message? Was any of the Updates was abruptly stopped?

It usually means rollback from a recently updated computer to how it was before. For example, if you recently installed a Windows Update, and there was an issue, the system will roll you back to its previous state. All your files will be preserved.
