The download will be around 65mb and yes you should install it. There are
functionalities not addressed by any update. A service pack is not simply a
rollup of updates. SP1 will not download or install unneeded updates. If
you don't install it there will be a point when Windows Update will not
offer security updates except to SP1 users anymore. See:

Re: Should I install SP1?
Sure, if you don't have any other issues with your box. I haven't
noticed anything major since SP1, but I haven't had any problems either,
but that was true before I installed it.

Re: Should I install SP1?
Regardless of how up to date your machine is, I you haven't installed SP1,
then windows updates has not downloaded everything that SP1 has to offer,
including some additional functionality downloads.
While it is true SP1 will take up additional space the backup files can
actually be quite easily removed (see this link from my website:
http://vistasupport.mvps.org/remove-...ckup-files.htm );
however, I should point out that once you have removed the backup files you
will be unable to 'uninstall' SP1.

The one good reason I've found to install SP1 is the increased file
copy speed. It's better in SP1 but still sluggish compared to previous
versions of Vista and other comparable operating systems.

Ditto for faster network access. Still not blazing but better. I also seem
to have "Explorer has detected a fault and will restart" or whatever less
often.
Can't answer the OP's questions though but it seems like SP1 is
more than just the accumulated updates since I was up to date
as well but the file and network access were still slow.
