Default Have to shutdown my computer twice

Hello all, I've searched around but I haven't been able to find an answer to this problem anywhere and hope yall can't help.

I got a new laptop a few months ago with Windows Vista Home Premium. Shortly after getting the computer I noticed that I had to shut it down twice in order to shut it down and get it to stay shut down.

I select the shut down option from the shut down menu and it will either hibernate the computer or restart the computer. I've tried setting the power options, I've changed the power button to shut down the computer, I've updated my BIOS, I've installed all the windows updates, I've updated my graphics card, and I uninstalled the McAfee that came with the laptop but haven't had any luck with this.

I don't know when my last good configuration was so I'm not sure what I would do with that. Also, if I used last known good configuration, would that get rid of all the files on my computer that came after that point?

    Thanks for any help!

    Here are my laptops specs:
    Dell XPS M1350
    4GB, DDR2, 667MHz 2 Dimm, for XPS M1530
    256MB NVIDIA GeForce 8600M GT
320GB 5400RPM SATA Hard Drive for XPS M1530
Dell Wireless 1395 802.11g Mini Card

Please let me know if you need other information.

By using msconfig uncheck all in HKLM\..Run and HKCU\..Run,if no help to
resolve this problem, use 'How to perform a clean boot procedure to
determine whether background programs are interfering with a game or a
program that you currently use' (http://support.microsoft.com/kb/331796)
    and let us know results

You can also check error messages in Diagnostic-Performance section
    where I show you below:

    Hello Twesterm,

Until you find a solution to your problem, this shutdown shortcut
should allow you to shutdown the computer.

    Hope this helps,
