Add Tablet PC Components and check Tablet PC Input Service is running or not ! Change its startup type to Automatic and start the service.

There are a few software which may create conflicts with its proper working.

The snipping tool or snippingtool.exe is a component of the tablet PC and is situated in the System32 folder.

To enable the Snipping Tool in Windows Vista:
Control Panel > Classic View > 'Programs and Features'> 'Turn Windows features on or off' > Put a check mark at 'Tablet PC Optional Components' > OK. Exit and reboot the computer. This will enable and show the Snipping Tool in Vista.

    To Re-install the Snipping Tool:
Control Panel > Classic View > 'Programs and Features'> 'Turn Windows features on or off' > Remove the check mark from the 'Tablet PC Optional Components' > OK. Exit and reboot the computer.

After the restart, go back into Control Panel and repeat the same procedure
Add the check mark to the 'Tablet PC Optional Components'
Reboot the computer again, to reinstall this component.

If it still doesnt help then for most issues relating to Windows OS components, here is a generic solution.

Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator". Type in: sfc /scannow and press your Enter key

Else, boot from your Windows Vista DVD, select the System Repair
Option > Repair Computer > Select your
installation of Windows > select Startup
    Repair option and follow instructions.

Else use one of the several available freeware alternatives like FastStone Capture v 5.3. (v5.4 onwards it has become shareware)

This is the last free version of FastStone Capture. A really neat tool where you can make annotation, etc. faststonecapture is a very good alternative in case you have more trouble with the Vista snipping tool.

also! i think it occured after i installed latest microsoft updates. there were like 6 updates that i allowed..thats the only thing that could of affected the snippingtool performance. pray with me i get it back somehow
