Default Cannot change priority of some processes using process tamer

Some programs that are running "high" i try tweak the setting and force to run normal using Process Tamer ..but the parameters wont change to the specified tweak..why ? for instance, i use a GUI program that changes your cursor. that program is always running on high mode.

Microsoft has designated some processes as critical to the running of the system and 'eligible' for high priority, like say the desktop process. Hence you may not be able to change their priorities.
