if you are on broad band it changes everytime you go on line. But the only way really to change is to change your ISP as far as I know

Just disconnect your modem/router for some minutes, then connect again.
Your ISP will give you a different Ip address in the most of cases.
Do not forget to clean cookies from your browser.

go to network connections properties put the ip adresss the dns servers adress. u can keep it at automatic ip finder settings though ...
